In pursuance to the announcement of 100 times agenda of HRD of ministry by Hon'ble Human Resources development Minister, a New Strategy on Range Studying In Greater Education and learning Sector was selected.
BACKGROUND
1. In terms of Entry 66 of Record 1 of the 7th Schedule to the Constitution of Indian, Parliament is ready to make laws and regulations for the sychronisation and resolution of requirements in organizations for higher education for analysis, and scientific and technological organizations. Parliament has introduced laws and regulations for discharging this liability through: the School Grants Percentage (UGC) for general Greater Education and learning, the All Indian Regulators for Technical Education and learning (AICTE) for Technical Education; and other Legal techniques for other careers. As regards higher education, through the gap method, Indira Gandhi Nationwide Start School (IGNOU) Act, 1985 was introduced with the following two prime objectives, among others: (a) To offer opportunities for higher education to a huge segment of population, especially deprived groups residing in distant and non-urban places, grownups, average women as well as people; and (b) to encourage Start School and Range Education and learning Systems in the academic pattern of the nation and to coordinate and determine the factors in such techniques.

5. Govt of Indian had resolved its position according of identification of levels, gained through the gap method, for profession under it vide Gazette Notice No. 44 old 1.3.1995.
6. Despite the risks referred to in para 4 above, the value of distance education in offering top quality education and coaching cannot be ignored. Range Mode to train has an part for:
(i)providing chance of understanding how to those, who do not have immediate accessibility to one on one educating, operating persons, house-wives etc.
(ii)providing probability to operating professionals to update their information, enabling them to switchover to new careers and careers and enhancing their credentials for a better job.
(iii)exploiting the potential of Details and Interaction Technological innovation (ICT) in it and educating process; and
(iv)achieving the target of 15% of GER by the end of 11th Strategy and 20% by the end of Twelfth five season Strategy.
7. To be able to discharge the Constitutional liability of dedication and servicing of the factors in Greater Education and learning, by ensuring sychronisation among various statutory regulating authorities as also to make sure the marketing of open and distance education program in the nation to meet the aspirations of all cross-sections of individuals for higher education, the following policy according of distance learning is laid down:
(a) To make sure proper sychronisation in control of requirements better education in different careers through various modes [i.e. one on one and distance] as also to make sure reliability of degrees/diploma and certificates provided by Indian Universities and other Education and learning Institutions, an top human body, namely, Nationwide Percentage for Greater Education and learning and Research shall be recognized in line with the recommendations of Prof. Yash Pal Committee/National Knowledge Percentage. Education of the said Percentage, shall undertake the job of sychronisation, dedication and servicing of requirements to train through the gap method. Awaiting organization of this body:
(i) Only those programs, which do not involve extensive practical course work, shall be allowable through the gap method.
(ii) Universities / organizations shall structure laws / rules / rules, as the situation may be, spelling out the outline of the programs to be provided through the gap method showing the amount of needed attributes, listing of courses with assigned attributes, reading references in addition to self learning material, hours of analysis, contact classes at analysis centers, projects, assessment and assessment procedure, grading etc.
(iii) DEC of IGNOU shall only assess the proficiency of university/institute according of conducting distance education programs by a team of experts, whose report shall be placed before the Regulators of DEC for concern.
(iv) The approval shall be given only after concern by Regulators of DEC and not by Chair, DEC. For the reason, lowest variety of compulsory meetings of DEC may be recommended.
(v) AICTE would be instructed under area 20 (1) of AICTE Act 1987 to make sure certification of the programs in Pc Sciences, Details Technological innovation and Management purposed to be provided by an institute/university through the gap method, by Nationwide Board of Accreditation (NBA).
(vi) UGC and AICTE would be instructed under area 20 (1) of their respective Acts to border detailed rules recommending requirements for various programmes/courses, provided through the gap method under their mandate,
(vii) No university/institute, except the colleges recognized by or under an Act of Parliament/State Legislature before 1985, shall offer any program through the gap method, therefore, without approval from DEC and certification by NBA. However, the universities/institutions already offering programs in Humanities, Commerce/Business/Social Sciences/Computer Sciences and Details Technological innovation and Management, may be permitted to continue, susceptible to the condition to obtain fresh approval from DEC and certification from NBA within 12 months, failing which they shall have to discontinue the program and the entire responsibility centered on the academic profession and financial losses of the learners registered with them, shall be on such institutions/universities.
(viii) In light of observation of Apex Court, ex-post-facto approval provided by any power for distance education shall not be honored and provided therefore. However, the colleges recognized by or under an Act to train programs in the sources of Humanities/Commerce/Social Sciences before the season 1991 shall be excluded from this insurance policy. (ix) The learners who have been provided levels through distance method by the colleges without taking before approval of DEC and other statutory techniques, shall be given one chance, provided they fulfil the importance of lowest requirements as recommended by the UGC, AICTE or any other appropriate Legal Authority through Regulation, to appear in exams in such papers as decided by the university specific to perform the assessment. If these learners qualify in this assessment, the university involved shall problem a certification. (xi) The program initiatives spelt out in succeeding paragraphs shall be equally appropriate to organizations offering distance education/intending to offer distance education.
(b) All colleges and organizations offering programs through the gap method shall need to have before recognition/approval for offering such programs and certification from specific qualified power, mandatorily according of the programs provided by them. The violators of this shall be liable for appropriate penalty as recommended by law. The universities/institutions offering education through distance method and found involved in cheating of students/people by giving wrong/false information or wilfully suppressing the details shall also be dealt with strictly under the penal conditions of law.
(c) The colleges / institutes shall have their own analysis centers for one on one guidance and removal of difficulties as also to seek other academic and administrative assistance. Franchising of distance education by any university, organizations whether community or personal shall not be permitted.
(d ) The colleges /institutions shall offer only such programs through distance method which are on offer on their grounds through traditional method. Regarding open colleges, they shall necessarily have the needed divisions and faculties before to offering appropriate programs through distance method.
(e) It would be compulsory for all colleges and education organizations offering distance education to use Details and Interaction Technological innovation (ICT) in distribution of their programs, control of the student and university affairs through a web portal or any other such system. The said system shall invariably, display in community domain, the details about the statutory and other approvals along with other important information about the programs on offer through distance method, their certification and learners registered, year- wise, etc. This may be linked to a national database, as and when designed, to facilitate the stakeholders to take a view on the identification of the levels for the reason of academic desire or profession with/under them.
(f) All universities/education organizations shall make optimal use of e-learning contents for delivery/offering their programs through distance method. They shall also be encouraged/required to look at e-surveillance technology for perform of clean, fair and transparent exams.
